Officer Jeffrey Glaude
Jeffrey Glaude has been a Farmington Police Officer since 2012. Prior to joining Farmington, Jeff served as a West Hartford Police Officer for 23 years.
Officer Glaude is married and has 3 children. He has held numerous positions throughout his career including: Detective, Youth Officer, Bike Officer, Community Relations Officer, SWAT, Field Training Officer, and presently serves as the West Farms Mall Officer. Officer Glaude has been the recipient of numerous citations, commendations, and awards, including West Hartford Exchange Club Officer of the Year in 2003.
Officer Glaude was nominated by several peers who described him as the embodiment of what a good police officer should be; an experienced, tenacious investigator, and a positive influence and inspiration for younger officers to follow. Despite having been a police officer for over 28 years, Officer Glaude chose to work in one of the busiest and most demanding positions in the department; a testament to his work ethic, pride, and dedication to law enforcement. Officer Glaude has disrupted numerous organized theft rings through excellent police work and extensive networking. He is proactive, not only in his investigations, but in working with the mall community to improve crime prevention, making the mall a safer place to work and visit. We are fortunate to have Officer Glaude on our team and are proud to recognize him as Farmington’s Exchange Club Officer of the Year.
2016 Police Officer of the Year
Officer Randon Hogan
Randon Hogan has been a Farmington Police Officer since 2014. Prior to joining Farmington he served five years as a Torrington Police Officer. Officer Hogan served honorably in the United States Marine Corp from 2004-2010, during which he was deployed to Fallujah, Iraq. He is the recipient of several military awards including: Combat Action Ribbon; Select Marine Corps Reserve Medal; National Defense Medal; Iraq Campaign Medal; Global War on Terrorism Service Medal; Navy Sea Service Deployment; and Armed Forces Reserve Medal with “M” Device.
Officer Hogan is married and has two children. Despite having only been a Farmington officer for two years, several peers and supervisors recommended Officer Hogan for this award. They describe him as the exemplification of a street cop who embodies his oath and strives to make a positive impact on the community he serves. One of our most proactive officers, Officer Hogan serves as an example to others and seems to have a sixth sense for rooting out crime. As an example, in February of 2016 Officer Hogan was responding to an armed robbery at a gas station. While enroute, and with only a vague description of the suspects’ vehicle, Officer Hogan noticed a suspicious vehicle in another gas station along the way. Thankfully he stopped to investigate because it was the suspects and they were preparing to commit another armed robbery at that establishment. Officer Hogan pursued the suspects for several miles at high speeds until they were caught in a police road block. The result was the arrest of several dangerous, armed felons, and the recovery of stolen handguns.
Officer Hogan’s peers go on to say that he is humble and self-effacing, always recognizing the team’s efforts for success. We are fortunate to have Officer Hogan on our team and are proud to recognize him as Farmington’s Exchange Club Officer of the Year.
2015 Police Officer of the Year
Officer Joanna Blumetti
Joanna Blumetti has been a Farmington Police Officer since 1999. She was assigned as the Farmington High School, School Resource Officer, in 2010. Officer Blumetti also serves as a Hostage Negotiator, Field Training Officer, and Employee Assistance Program coordinator. Officer Blumetti was nominated by multiple co-workers who describe her as a natural leader, compassionate about her job, a strong advocate for child safety, and a critical member of numerous community policing initiatives and school programs.
Officer Blumetti is a member of a Multidisciplinary Team which provides a coordinated, inter-agency approach to enhance investigation and management of child sexual abuse and physical abuse cases; a liaison to DCF for cases involving child abuse; a liaison to FOCUS and CASAC, two groups dedicated to addressing current youth issues such as underage drinking; a member of the Juvenile Review Board which provides alternatives to arrest for juveniles; and a mentor to at risk youth in the school system. Officer Blumetti has had a significant impact on improving school safety and security. She teaches numerous classes to students at the high school. She is highly regarded by school personnel and is greatly responsible for the close relationship the Farmington Police Department enjoys with the school system.
Officer Blumetti is married and has three children. She has a Bachelor of Science in human development and family relations and a Master’s degree in marriage and family therapy.

Sergeant Ken Miller
Sergeant Ken Miller of the Farmington Police Department has been in Law Enforcement for approximately 16 years. Sgt. Miller began is law enforcement career with the Town of Brookfield CT in September 1999. Sgt. Miller served just over two years as a patrol officer with the Town of Brookfield, and transferred to the Farmington CT Police Department in November 2001. Sgt. Miller has held many different positions at the Farmington Police Department including; patrol officer, Westfarms Mall Community Policing Officer, Field Training Officer (FTO), Patrol Sergeant, and is currently the Patrol Executive Officer in charge of the Special Projects / Community Policing Unit. Sgt. Miller also supervises the Youth Division which consists of two youth officers and a high school resource officer. Sgt. Miller is a certified POSTC (Police Officer Standards and Training Council) instructor in Domestic Violence, Use of Force, and Firearms.
Sgt. Miller received his Bachelor’s Degree with Honors at Charter Oak State College in June 2013 in Public Safety Administration. He is currently enrolled at Southern New Hampshire University’s Master’s Degree program concentrating in Justice Studies with a Homeland Security certificate. Sgt. Miller is expected to receive his Masters of Science Degree in September 2015.
Sgt. Miller was recently inducted in the National Society of Leadership and Success at SNHU for his academic achievements. Sgt. Miller was the recipient of the Officer of the Year Award (2012) for his leadership in Community Policing. In 2013 he received the Department Service Award for creating and coordinating the police department’s Community Emergency Response Team (CERT).
